Public Procurement

Public procurement refers to the purchase of goods, services and construction work required from external suppliers by the state, municipalities, joint municipal authorities, state-owned enterprises and other procurement units defined under public procurement legislation.

Public procurement in Finland must always follow the procedures specified in the Public Procurement Act. The aim of the provisions set out under this legislation is to make the use of public funds as effective as possible. The main principles of the provisions on public procurement are an open and efficient tendering procedure and the equal and non-discriminatory treatment of tenderers.

Hansel Ltd is the Finnish Government’s central procurement unit as defined under the Public Procurement Act. It is responsible for carrying out the tendering processes related to state procurement operations and for making and maintaining the related contracts. An open and equal tendering procedure provides companies and service providers with the opportunity to offer their products and services to the public sector to a greater extent than previously.
