Our framework agreements are always put out to tender

Public contracts are always put out to tender in accordance with the Act on Public Contracts, which provides for the various tendering procedures and stages.

Depending on the subject matter of procurement, the following procedures are applied to public contracts:

  • Open procedure

  • Restricted procedure

  • Negotiated procedures

For most of Hansel's competitive tendering processes, the open procedure is applied, whereby tenders can be submitted by companies that satisfy the minimum suitability requirements set by the contracting authority. These include economic and technical requirements, for example.

Competitive tendering stages

The tendering process includes a number of stages and will take approximately one year in total.

Framework agreements are drawn up together with our customers and suppliers so that we can pay maximum attention to customer needs and industry-specific factors. We invite feedback from customers and suppliers, such as through customer and supplier working groups.

Front-loading of competitive tendering guarantees non-discrimination and comparability

As we seek comparable and commensurable tenders, public purchases are always front-loaded. This means that the definition of the subject matter and the contract terms and conditions are drawn up before the invitation to tender is published.

After the invitation has been published, the content or terms of the contract cannot be changed. This allows all potential tenderers to have the same information on the subject matter and receive sufficient information for submitting a tender.
